More accessible justice

The departmental councils of access to the right will be reformed so that the jurisdictions are more associated.

A single reception service will be set up in 342 jurisdictions. These reception centers within the courts will allow individuals to obtain general information or a procedure in progress anywhere in France.

Group actions can now be taken in the areas of discrimination, environmental issues or the protection of personal data.
More effective justice

Spouses wishing to divorce by mutual consent will each be represented by a lawyer and will no longer go before the judge. The procedure will be faster and they will be assured that their interests will be preserved.

The plan of over-indebtedness elaborated by the departmental commission will be applicable immediately without the individuals have to pass before a judge, whereas 98% of the files today are not the subject of a dispute.

The registration of the Civil Pact of Solidarity and the change of first name will be registered directly in the town hall, no longer in court.

A forfaiting of certain road offenses, such as the lack of driving license or lack of insurance, will improve the functioning of the courts. The repression will be strengthened.

Simpler justice

Correctional courts for juveniles will be abolished to alleviate the functioning of the courts and to guarantee the specialization of juvenile justice; It is the assurance of effectiveness in the sanction.

The social security disputes will be merged into a single pole of the departmental tribunal de grande instance. The handling of these disputes, now divided among several types of courts, will be improved.

Closer justice

Alternative means of conflict resolution will be promoted. A prior free conciliation will be systematically tried for disputes of less than 4,000 euros. Experiments of compulsory prior mediation in family matters (eg fixing of alimony for separated unmarried couples) and before the administrative judge (eg certain disputes of interest to the public service) will be put in place.

The procedure of changing sex to civil status will be simplified, demedicalized. Transgender persons will be able to benefit as quickly as possible from papers suited to their identity.

Finally, the deadline for declarations of birth, in town hall, will be extended: the parents will have 5 days instead of 3 today.
